Roy Kim is the Deputy Director of Workforce Development for the Sacramento Employment and Training Agency and Sacramento Works, Inc., the local workforce investment board. He oversees the planning and implementation of workforce development programs targeting job seekers and employers and creates community partnerships to strengthen the Sacramento Works Job Center system. He leads a team of dedicated workforce development professionals who provide training, education, social services and job placements services to over 50,000 youth, adults and dislocated workers per year.

Roy cares deeply about building a collaborative workforce development system that ensures self-sufficiency and upward mobility for job seekers and results in a highly skilled workforce to meet the hiring needs of local employers.


Denise Lee — Deputy Director

Denise Lee is the Deputy Director of Children and Family Services with the SETA Head Start/Early Head Start Program. SETA serves more than 5,100 children and families county-wide. Denise has been with SETA for more than 18 years working in a variety of capacities including administration, grant writing, monitoring, technology and education/special education and mental health. Before joining the Head Start team, she taught in public elementary school in San Jose, California and overseas in Madrid, Spain.

She currently serves on the Board of Directors for the California Head Start Association and attended the Johnson and Johnson Head Start Management Fellows Program at the University of California, Los Angeles, Anderson School of Business in 2006. Denise earned her Bachelor’s degree from California State University, Long Beach in 1989 and her Master’s degree from University of California, Davis in 2001.
